The scope of "permissible purposes" and "legitimate business needs" is growing. Absent further legislation to more specifically restrict the uses of your credit report, anyone who can legally make a case for needing to can size up your borrowing ways.

Delayed gratification. Who was it who dreamed up this idea of having an employer take money out of our current paychecks -- perfectly good money that could be spent on some really cool stuff -- and keep it from us until we are old and gray.
